FINDLAY, Ohio (AP) -- A county commissioner said she was joking when she told a former county resident she wanted to castrate him and had the tools to do it. Jeff Davidson said Hancock County Commissioner Emily Walton, who is a veterinarian, made the comment to him during a heated telephone conversation last week over a neighborhood drainage issue. Davidson said the comment was unprofessional and that Walton should resign as commissioner.--
