Fredericksburg, Virginia - A man apparently trying to create dirty work for himself by terrorizing urinals is public enemy to No. 1 at several Virginia restaurants. Police identified Timothy Banks, 39, as the man allegedly breaking urinals and then offering to repair them for a fee. An employee at the Cracker Barrel reported a broken urinal in the men’s room.
